Reason number one: He removes people on a whim without truly looking into the matter. Flagged? Who flagged them? Was it the same people over and over again? Hmmm. Perhaps they were holding a grudge? Nah, he doesn't care, he doesn't have to.
But he makes the trains run on time. And I'm certain he doesn't know what that means.
